I would say God of War's is worse. God of War's spreads fear throughout the Nine Realms. We see Thor in Twilight of the Gods more from the perspective of the jotun, but of course he looks evil to them. In Norse mythology, the Aesir and jotun hated each other. Humans would pray to Thor to slay the jotun that plague them with disease, making him a hero to most, but an enemy of the jotun. To see the jotun as the protagonists, Thor would naturally look like a monster, but it's not as simple as that. In TotG, Thor doesn't kill any giants until they attack him, then he repeatedly gives Sigrid the chance to go back to her life and offers her a miracle, even after she repeatedly tries to kill him and successfully kills his allies.

Not that TotG Thor is a great guy by any means, but he's nowhere near as evil as he's made out by people online.

Still find Twilight of the Gods Thor just as brutal as his God of War version despite much tamer personality-wise, though. The bloodshed in Episode 1 could've been avoided had he at least exercised more restraint and listened to Balder better.
